The Roughhouse 50 is considered a moped in Virginia, which means that you do not need a motorcycle license or insurance. Just put on a helmet and eye protection and GO! As of July 1 2014, all scooters designated as mopeds are required to be registered and have the moped plate that the state has specifically designated for this vehicle class.
